What If Every Radio Station in America Could Operate Like EMF?

At the beginning of 2024, I read an article from Rolling Stone.com that I can’t get out of my head. It was titled “Why Is the Radio Full of Christian Rock? Thank This Nonprofit.” It’s a long article, that I encourage you to read, but if you’re short on time, I will summarize its most important content for the commercial radio industry.

What is EMF?

EMF stands for the “Educational Media Foundation,” a name that does not immediately convey that they are a religious broadcaster.

On their website, the foundation states their mission this way:

“Educational Media Foundation (EMF) is a nonprofit, multi-platform media company on a mission to draw people closer to Christ. Founded in 1982 in Santa Rosa, CA, with a singular radio station, EMF today owns and operates the nation’s two largest Christian music radio networks (K-LOVE and Air1) with over 1,000 broadcast signals across all 50 states, streaming audio reaching around the world, and a growing family of media ministries including podcasts, books, films, concerts, and events. EMF employs nearly 500 team members between its offices in Nashville, TN, Rocklin, CA, and field locations around the country.”

Today, I believe, EMF is the largest radio station owner in America, with more radio signals in its control than iHeartRadio, estimating that it reaches a weekly audience numbering over 18-million listeners. It’s those listeners – and their donations – that fund EMF’s operations, much like the listeners support at public radio stations. EMF’s radio stations are licensed as non-commercial educational (NCE) radio stations and the foundation receives the majority of their donations during their twice annual pledge drives; usually held in the spring and fall.

What is iHeartRadio?

iHeartRadio is America’s largest commercial radio broadcaster and owned by iHeartMedia, which was rebranded by CEO Bob Pittman from Clear Channel Radio in 2014.

Full-disclosure, I worked for Clear Channel Communications from 2004-2010, a time when the company operated in a decentralized manner, allowing each of its radio station’s general managers to make their own decisions based on local market conditions and to deliver what was forecast by the radio station’s annual budget. That would change after I left the company to a centralized management model.

At its peak, Clear Channel owned and operated more than twelve hundred American radio stations. Today, the iHeartMedia website says:

“With over 860 live broadcast stations [with 781 employees] in 160 markets across America, there’s an iHeartRadio station where you live. Discover how our stations can deliver your message live and local to your community.”

Wikipedia says ”iHeartRadio’s main radio competitors are Audacy, TuneIn and SiriusXM,” which I found interesting in that TuneIn owns no radio stations, and while SiriusXM is licensed to operate by the Federal Communications Commission (FCC) and does employ land-based transmitter sites in addition to its satellites, it is basically a subscription service.

Its real competitor, like that of the rest of the commercial/public radio industry, is flying under the radar.

EMF versus Commercial/Public Radio

Rolling Stone writes: The big difference between EMF and other commercial broadcasters is that it operates without a local presence and unmanned transmitters.  

“Almost every new EMF station operates as a repeater

with no local voices, few local jobs and barely any overhead.”

Rolling Stone says that as of 2022, this “little-known organization had just shy of a billion dollars in net assets (a number that grows steadily year after year), with an annual revenue of nearly a quarter billion. (National Public Radio, by comparison, had net assets of less than $150 million and operated near the break-even mark.)”

The EMF business model has few operating costs – unlike commercial and public broadcasters – where every new radio station they acquire becomes a new source for donations. It’s estimated that about ninety-seven cents of every dollar comes from listener donations.

The genius of the EMF business model is that it exploits loopholes that the FCC created to help small nonprofits.

The decision to incorporate as a “not-for-profit” entity allows EMF to enjoy many benefits:

  • Avoid paying taxes
  • Waves FCC applications costs and other fees
  • No requirement to maintain a local broadcast studio
  • Legally accept tax-deductible donations from their listeners (a revenue stream not available to commercial broadcasters)
  • The acquisition of translators* that are made more easily available to entities such as religious broadcasters
  • Access to lower FM band frequencies (88.1 – 91.9) that the FCC reserved for use by colleges, community and public-radio organizations and tribes; entities that the FCC envisioned would have limited funds to acquire these frequencies, and  commercial broadcasters were banned from bidding on, but didn’t exclude a not-for-profit giant like EMF from buying up.

Sadly, true community broadcasters find this unlevel playing field almost impossible to compete with, when EMF’s billion-dollar foundation can offer iHeart-level prices for neighborhood radio stations. It’s something I personally witnessed happen in my city of Winchester, Virginia when EMF bought 50,000-watt WINC-FM. All local community programming vanished, along with its employees and building.

While the FCC still maintains a policy of not allowing a single radio broadcaster from owning more than five AM or five FM stations in any one city, it left open a loophole for noncommercial broadcasters by never applying its ownership cap to nonprofits. There’s also no ownership cap on the number of translators a nonprofit may own in a single radio market.

Soft Conservatism

While nonprofits can’t legally engage in any political campaign activity, don’t think EMF isn’t using its fortunes to influence its point-of-view; through lobbying and legislation. Those in the Contemporary Christian Music (CCM) industry know that the genre is a punchline for most Americans; it’s something that actually works to EMF’s advantage, by keeping them low profile.

Unfortunately, this unlevel playing field is negatively impacting local commercial and public radio stations to profitably operate, which impacts the communities these stations once served with vital local news, sports, weather and community information.

*Translators are small FM radio signals that rebroadcast a parent radio station into an area the original signal couldn’t reach.

Where Will You Be in Five Years

50th ReunionIn August 2015, the high school classes of PHS, THS and SJHS held their 45th class reunion. The weather was spectacular and members of all three high schools traveled back to The Berkshires to laugh, reminisce and enjoy good times together. We parted knowing that our next reunion, would be the milestone golden reunion.

I’m sure if anyone had done a poll asking alumni where they would be in five years, they would have responded with something like, I hope to be alive and back home in Pittsfield for the 50th. No one would have answered, stuck at home, avoiding a novel coronavirus, wondering if we’d run out of toilet paper, watching our nation’s cities with protests, reminiscent of the 1960s, seeing unemployment inching its way towards that of The Great Depression and wondering if our retirement savings wouldn’t vanish with another economic collapse. No, none of us were thinking those things.

50 Years Later

Here we are, 50 years later, Sunday June 7th 2020 is the same day of the week it was when we all graduated in 1970, except this time nothing will be like it was 50 years ago. In 1970, the high temperature of the day was 73 degrees, visibility was over 24 miles, winds were blowing at a gentle 5 to 6 miles per hour and the sun was shining brightly.

The 70s

1970 was the year the U.S. Military invaded Cambodia and Laos, George Wallace led a major backlash against racial integration, the Environmental Protection Agency was created under Republican President Richard M. Nixon, an explosion aboard Apollo 13 forced the space craft to make an emergency return to Earth, the first Earth Day to stop pollution was celebrated, Bobby Orr scores an Over Time Win leading the Boston Bruins to a 4-0 sweep of the Stanley Cup over the St. Louis Blues, Casey Kasem debuted “American Top 40” on the radio, you could buy a gallon of gas for 36 cents and life expectancy was 70.8.

We’re Getting Older

That last statistic, life expectancy, weighs heavy on the Class of 1970 for most of us are turning 68 this year and due to COVID19, our 50th Class Reunion in October has been cancelled. The class leaders are hoping it can be held in either the summer or fall of 2021, but for now, everything is up-in-the-air.

50 Years Earlier

All of this is quite a change from June of 1970 when the number one song playing on radios everywhere was “Everything Is Beautiful” by Ray Stevens. 50 years later, things simply don’t appear all that beautiful at the moment.

Speaking of radio, I would begin my radio career in the 10th grade of high school when Dick Taylor WBECthrough a new Junior Achievement program, I would take my first steps into a commercial radio station. I would pass my FCC broadcast license exam six months later, landing a position as a commercial broadcaster.

53 years later, I still am broadcasting on the radio, from my home in Virginia over 105.9 WMEX-FM in New Hampshire and streaming over the internet on TuneIn radio.

I started this media mentorship blog six years ago, writing and publishing articles about broadcasting every Sunday morning.

2020 Graduates

The Class of 2020 finds their graduations being held online, or as a drive-up, like getting a takeout order from a fast food restaurant. The most positive spin on these aborted high school graduations being a lawn sign that read, “They closed the world for us. Congratulations Class of 2020.”

The Clock is Ticking

The Class of 1970 has waited 600 months, 2,609 weeks, 18,265 days, 438,360 hours to celebrate its Golden Reunion, but who’s counting.

Sadly, we have been counting the classmates we’ve lost over these 50 years, 111 for all three high schools, from a three high school graduating class of 891, including the first graduating class for Taconic High School.

We’re Baby Boomers. A generation that was so big that Pittsfield needed three high schools to accommodate us.

We may have been separate back then and even competitive, but today we are one.

Great Expectations

OR FMI read with great interest the five part series by Matt Bailey on “The Alexa Effect.” In the 5th and final installment Matt shared what he called the “radio weapon Spotify will never have.” What is it? The radio personality. He wrote:

 

  • “A radio personality can tell you the backstory of a breakthrough artist that makes you want to hear her work.”

  • “A radio personality can point out that crazy line in the second verse to stay tuned to hear.”

  • “A radio personality can engage you to smash or trash a song on the station’s social media.”

  • “A radio personality can give you the chance to be among the very first to hear a new song by a star artist.”

“A radio personality can add context that will make listeners excited to hear a song that otherwise would simply be weird and unfamiliar. It’s a deeply personal and emotionally engaging weapon no algorithm can match. When we stifle their voices and their role in introducing new music simply to avoid potential tune-out, we might win a few tenths of a point in the PPM battle, but we will lose the new music war to Spotify.”

Consolidation & Voice Tracking

I don’t disagree with Matt, but I lived through the ramifications of the Telcom Act of 1996 and the consolidation of radio stations, along with the rollout of voice tracking.

Clear Channel called it “Premium Choice,” and we were told it would replace our local personalities with big market talent.

I watched in market after market as radio personalities, who were like members of the radio listener’s family, were sent to the unemployment lines. Relationships that took years, even decades to establish, wiped out in an instant.

Early Media Expectations

I grew up at a time when the family television set received a signal from a couple of antennas on the roof. We had two channels, which meant we received two television networks, CBS and NBC. If you wanted to change the channel, you had to get off the couch and change it. There was no remote control.

Our radios had both the AM and FM bands, but I remember wondering why. I often scanned the entire FM band to hear nothing at all with only the AM band picking up radio signals.

My early media expectations were two TV channels and AM radio stations. The radio provided a lot more variety, plus I had a radio in my room and our family had a single TV located in the living room. I controlled my radio, my parents controlled the family TV.

Media Expectations Change

In time, I would come to expect television to be in color, to be connected to a cable and have a remote control to easily change the multitude of channels I could now receive, from the comfort of my couch.

Radio would expand to the FM band and a whole new type and style of radio was born. The one thing that connected AM and FM radio was the radio personality. Every station had them and the decision to listen to one station over another was because of the radio personality.

In fact, I wrote an article on the power of the radio personality back in 2015 entitled “We Never Called It Content.”

I wrote this article after reading about the latest round of “forced retirements” in the radio industry.

And if you thought this type of downsizing was only occurring in large radio metros, the movie “Corporate FM” told the story of how in the 80s, ninety percent of mass media in America was owned and controlled by about fifty different companies, but after the Telcom Act of 1996 it was down to just six corporations.

New Media Brings New Expectations

Let’s fast-forward to today. I cut the cord on cable TV two years ago and all of my television viewing is streamed. Netflix, Amazon Prime, Sling TV and YouTube provide me with more hours of television entertainment and information than I could ever have time to watch, and I’m retired.

Amazon Echo provides me with all of my audio entertainment and I do mix it up between stations via TuneIn and the pureplays like Pandora and Amazon Music.

I also read a lot and subscribe to several online newsletters that all link to the original source of the material.

Which leads me to this conclusion, my calendar age did not cement my media habits. They’ve been fluid all of my life.

My 21st Century Great Expectations

  • I expect NPR to open up my world to things I should be aware of, that I might not have been. I expect them to also provide me with more depth to the stories in the news. I expect them to have all of this posted online for almost immediate access. They don’t disappoint.
  • I expect my television viewing to be On Demand and commercial free.
  • I expect my music listening to match my mood and be there by simply asking Alexa to play my favorite channels when I want to hear them.
  • Finally, I expect I’m not alone in these “21st Century Great Expectations.”

Rewound Radio DJ Hall of Fame

On Saturdays, I enjoy asking Alexa to play Rewound Radio so I can hear another fabulous radio personality featured in the weekly “DJ Hall of Fame.” The other weekend they featured WOR-FM out of New York City and the air personality was Johnny Donovan. OR-FM air checks are all in stereo and the music mix has plenty of variety. It was a time when Music Radio 77 – WABC dominated the world’s airwaves on the AM band. But the one thing I notice in these weekly trips down memory lane is how integral the radio personality was in the total program. They were a constant companion. They really were radio’s “secret weapon” to attracting faithful listeners.

The question I ponder often is, was this period of radio history akin to the vaudeville period of theater. It filled the right hole at the right time but won’t ever be coming back again.

What’s In a Name?

34In his play Romeo & Juliet, William Shakespeare wrote “A rose by any other name would smell as sweet.” Gertrude Stein in her 1913 poem Sacred Emily wrote “Rose is a rose is a rose is a rose.” It is one of her most famous quotes and has been interpreted to mean “things are what they are.” In other words, the fact that simply using the name of a thing invokes the imagery and emotions associated with it.

Podcasting

Which brings me to a follow-up on last week’s blog post “Podcasts & Homework.” This past week, Jacobs Media Strategies in their blog asked the question “Is the Name ‘Podcasting’ Hurting the Medium’s Growth?”  Jacobs’ resident podcaster, Seth Resler, said there are basically two types of people: “Those who think the word ‘podcasting’ is preventing the medium from reaching its full potential, and those who think that idea is silly.”

Where Did the Name Podcasting Come From?

The term “podcasting” came from a portmanteau of the words broadcasting and the Apple device known as the iPod. The iPod was the first device to make using MP3 files simple and easy to download, organize and use. Its ubiquitous use made it the name people used for all such devices, much like Kleenex came to represent all tissues and Xerox came to represent all paper copies.

Is Podcasting the Correct Name For This Type of Content Delivery?

The debate is whether a name that is so tied to a device, the iPod, and to a single company, Apple, a good thing? Well, if you own an iPhone, you now have an App for podcasts. Likewise if you own an Android phone you also have many Apps for listening to podcasts. So the Alphabet Company isn’t fighting the use of the term on their platform. The name podcast is also the way the big internet content aggregators like Pandora, TuneIn, Stitcher and others refer to this type of programming.

As I read through the various comments from the podcasting gurus Seth had put the question to, one concept seem to rise above the others and that was podcasts were really “On Demand Audio.” They are the TiVo of audio. (TiVo is the digital video recorder that allows people record and watch video content on demand.)

What’s the dictionary say?

David Plotz, CEO of Atlas Obscura and co-host of Slate’s Political Gabfest said in Seth’s blog post

 

“Podcasting is (a) dreadful name. No one uses iPods anymore. Podcasts are not broadcast. The only part of the word that’s accurate is the ‘ing.’”

 

So that got me to thinking about what Merriam Webster had to say about this. Turns out that the word “casting” is defined as “1: something (as excrement of an earthworm) that is cast out or off. “ Depending on what your experience has been with either broadcasting or podcasting, you might think old Webster got it right with the excrement part. So “casting” is appropriate in the name “podcasting.” But how about the “pod” part?  If you remember, the theme that was heard over and over being said by the gurus in Seth’s blog was that podcasts were really “On Demand Audio.” So, if the “pod” were to stand for “Programs On Demand,” then the word Podcasting is absolutely the perfect word for this type of programming.

Radiotelephone License

And since most people who listen to podcasts, do so on their mobile phone, that signal is arriving through the ether, just like radio and television signals do, to your mobile device.

In fact, my very first FCC 3rd Class Operators License was called a Radiotelephone license because when this whole wireless communications world was born, no one knew what it would become. Initially some, like Nathan B. Stubblefield, felt it would be one-to-one wireless telephony. Others, like David Sarnoff and Edwin Howard Armstrong, would see it as a one-to-many form of communication that would become broadcast radio.

Colleges That Give-up Their FCC License

fcc-logoI recently wrote an article for Radio World about the impact of colleges that sold their student radio station’s FCC license had on the pedagogical program at those institutions. You can read that article in Radio World here.

 

 

Today, I’d like to share with you something else I learned in talking with educators from around the country while researching this article. The FM license in every case connected the student station to the community. It was the heart and soul of the operation. When the license was sold and the station would become an online Internet only radio station it lost that connection.

 

Now the irony is that all of these student radio stations didn’t stop broadcasting over the FM band and then become Internet radio stations. No, they already had been streaming on the Internet and had listeners from all over the world in many cases. So why didn’t that continue to sustain these radio stations?

 

Let me make a comparison to help you understand this a little better. When you buy a magazine, do you read only one article and then toss it away or do you turn all the pages and look at other things in addition to that cover story that first attracted your attention and caused you to purchase the magazine? You read, if only skimming, the entire magazine. You spent time with that publication and became a little more invested in it. If you subscribe to the magazine this would be akin to being a P1 listener to a radio station.

 

When you see an article from a magazine online do you read the whole magazine or just the article that captured your attention and then leave? You do what we all do. It’s one and done. No investment in the magazine, just the article.

 

Well, what I learned is that it apparently isn’t all that much different when it comes to student streaming radio stations. It’s more of a hit and run.

 

There’s also a problem with student online radio stations in that they have limited connection capacity in most cases. That means only a limited number of people can listen to the stream, unless the college makes a big investment in expanding the capacity in the number of listeners can be connected at the same time. This is somewhat solved if a student station goes with a large online aggregator like TuneIn or Live365.

 

But let’s be real, when you enter a store and everything in the place is priced the same – FREE – which would you chose? The best you could find. Good Luck student stations.

 

Contrast that with student radio stations that broadcast over FM radio. What you find is that they are now only competing within the local community of service and in that playing field, have a chance to break through and be heard.

 

Over 92% of Americans 12-years of age and older still have the radio habit and listen every week. When it comes to listening to streaming stations on the Internet the percentage of penetration doesn’t come close. And those that do listen to streaming Internet music are very likely tuned to Pandora, if the current data available about such things is to be believed.

 

Another thing I heard was how more and more of these student radio stations were working to get a LPFM license so they could return to the air on the FM radios in their community.

 

When Zane Lowe was getting ready to launch Apple’s Beats1, he told the trades that a big part of the three months leading up to the launch was spent trying to come up with a better name for the new service than radio. They couldn’t do it.

 

Radio is the brand, because it works.

Radio’s NOT Like it Used to Be

Marconi Wireless(Spoiler Alert: It never was, starting with day 2) When I hang out on social media – or imagine this, have a real face-to-face conversation – with my radio contemporaries that grew up listening to radio in the 60s & 70s, the conversation invariably turns to “radio’s not like it used to be.”

From the moment of its birth, radio has been one long experiment.

It took hold when Marconi International Marine Communication Company, Limited began to make money with wireless over-the-air transmissions. Marconi was in it for the money. He really cared little how it all worked. He wanted to build more powerful transmitters and cover greater distances. He didn’t sell his technology but leased it. He also trained and employed the wireless operators who used his equipment.

So, imagine you’re a wireless operator on Christmas Eve 1906 and you’re at sea monitoring your dots & dashes – all that you’ve ever heard come through your headphones – when at 9 PM EST on Christmas Eve you suddenly hear a human voice coming through your headphones. Then singing. Then a violin playing. And finally a man speaks a Christmas greeting. What would you have thought to yourself?

The man who did this was Reginald Fessenden. In addition to being a brilliant scientist, he also sang and played the violin. From his transmitting station in Brant Rock, Massachusetts his first wireless transmissions of voice and music were heard up and down the Eastern seaboard. He would repeat this again on New Year’s Eve.

In the United States the final commercial Morse code transmission was sent on July 12, 1999. The last message sent was the very same as the first message sent by Samuel Morse in 1844, “What hath God wrought”, and the prosign “SK”.

What brought this all to mind was a news item that has been circulating recently about a survey by Morgan Stanley that was released by Quartz.

The survey is a positive for radio. In a survey of 2,016 American adults taken last November, AM/FM radio use was #1 with 86%. Number two was YouTube, number three was Pandora and number four were “TV music channels”.

The first four were all advertising supported and thus free to the user. The fifth on the list was also the first paid service; SiriusXM radio (tied with iHeartRadio).

So one thing that hasn’t changed is that most people would rather access free-with-ads entertainment versus paid-without-ads entertainment when given a choice.

However, this survey has spurred a lot of discussion in the radio world. Broadcasters are divided on what this survey is really telling us. Owners/operators are saying that it shows “radio ain’t dead.” Broadcasters that have been consolidated out of the industry are saying “not so fast.” And to some extent, they’re both right.

As Mark Ramsey pointed out on his blog, “86% of respondents saying its part of their usage routine” is what radio folks would call “reach” and does not really address frequency of usage or “time spent listening;” two key radio metrics.

Conspicuously missing from the Morgan Stanley list is a service I use and enjoy TuneIn radio. I wonder why?

So where does that leave us?

I think it’s a twist on one of Henry Ford’s most famous quotes:

Whether you think radio is or is not, you’re right.

Radio owners/operators have it within their power to create the future for the radio industry. So what’s it going to be?
